Who your regulator is in England and Wales will depend on which class of regulated facility you operate or which exempt activity you carry out.
The Secretary of State or Welsh Ministers can change your regulator in certain circumstances. For example, if you have different regulators they may decide that only one regulator should control all of your site.

If you operate a part A(2) installation or mobile plant your local council will also regulate any waste operations, water discharge activities or groundwater activities you carry out as part of your installation or mobile plant.
If you operate a part B installation or mobile plant your local council will also regulate any waste operation that is listed as a part B activity. The Environment Agency will regulate any other activities carried out at your site, including any water discharge or groundwater activities.
