England and Wales
Energy Performance of Buildings (Certificates and Inspections) (England and Wales) Regulations 2007 SI 991
Requires building owners to make an energy performance certificate available for buyers or tenants and to inspect air conditioning systems regularly. Also requires public buildings to have a display energy certificate on show within the building.
NEW Energy Performance of Buildings (Certificates and Inspections) (England and Wales) (Amendment) Regulations 2009 SI 1900
Amends 2007/991 regarding disclosing energy performance certificates, advisory reports and display energy certificates.
NEW Energy Performance of Buildings (Certificates and Inspections) (England and Wales) (Amendment) Regulations 2010 SI 1456
Amends 2007/991, to require sellers of residential property to arrange an energy performance certificate before it is put on the market. Anyone acting for the seller (eg an estate agent) must ensure that the property has an energy performance certificate.
Northern Ireland
Energy Performance of Buildings (Certificates and Inspections) Regulations (Northern Ireland) 2008 SR 170
Requires building owners to make an energy performance certificate available for buyers or tenants and to inspect air conditioning systems regularly. Also requires public buildings to have a display energy certificate on show within the building.
Energy Performance of Buildings (Certificates and Inspections) (Amendment) Regulations (Northern Ireland) 2009 SR 369
Amends 2008/170 to change the enforcing authority from the Department of Finance and Personnel(‘DFP’) to district councils.
Scotland
Energy Performance of Buildings (Scotland) Regulation 2008 SSI 309
Requires building owners to make an energy performance certificate available for buyers or tenants and sets out the requirements for the certificate. Also requires public buildings to clearly display an energy performance certificate within the building.
Building (Scotland) Amendment Regulations 2006 SSI 534
Replaces the six schedules up to 2004/406 that set out functional standards for buildings. Requires building owners to inspect air conditioning systems regularly and give advice to building occupants on reducing their energy consumption.
